[ARCHIVED] November 6, 2018 General Election Ballot Error

On October 18, 2018 the Peoria County Election Commission found an error on the ballot affecting the Peoria Park District Referendum.  Appropriate ballot styles for some precincts for the referendum were not created.  The precincts listed below were affected by the error.  They were affected because a portion of the precinct is within the Peoria Park District and a portion is not within the Peoria Park District. Therefore, some voters had the referendum on their ballot and should not have, while other voters did not have the referendum on their ballot and should have had it on their ballot. The Peoria Park District referendum was the only race or referendum affected by the error.

Once the error was identified, a new election database was coded in the election management and voting systems software.  The new database was proofed with a logic and accuracy test administered.  As of October 19th, this new election database will be used for Early Voting, Vote by Mail and Election Day.  On election night, the original election database and the new election database will be merged to reflect official vote totals. 

After reviewing the voters from the affected precincts, the following analysis has been recovered. 

  • 335 ballots were affected by the Peoria Park District error.
  • 166 ballots in three precincts had the Peoria Park District Referendum and should not have had it. The votes for or against the referendum will be removed from the precinct totals.  The remaining voted races and referendums will be counted.
  • 94 ballots have not yet been returned and processed.  As a result, a 2nd, corrected ballot will be issued with a letter explaining the error. If the 2nd ballot is returned, that ballot will be counted (and the voter will get to vote on the question as he/she is entitled to). If only the 1st ballot is returned, then the votes on all the other offices/questions will be counted (but the voter will not get a vote on the question).
  • 75 ballots have been processed, either through Early Voting in the office or vote by mail ballots returned.  These ballots will be counted with the error.

Voters affected will be mailed letters explaining how their ballot was affected and how the Election Commission is rectifying the issue.
